... wear to a road running alongside the Magazine without the risk of accidents occurring during the construction. Highest apprehension of danger is felt. More risk might arise from the progress of the construction of the road by blasting operations or lighting fires, to which should of course be carefully watched.

There may, however, be some special circumstances connected with the local traffic of which we are unaware, that may affect the question.

It appears that the Laboratory, which is subject to the same difficulty, is not yet constructed; and if so, its site might possibly be somewhat further from the road.

My dear Sir,

Royal Engineer Office
405
15th December 1865

I have received a letter from the Mil. Office relative to the proposed New Road from near the Governor's House to near the Happy Valley, and with some further details as to the boundary Walls near the Magazine. It will not be objected to by the Home Authorities, so that there appears to be no objection to the proposition now being put into a practical form.

When by? Jett Surveyor General Hongkong.

Yours,

(Signed) W. M. Dowell
